ICAO LPR Test Design Guidelines & Workshops

The ICAO LPR Test Design Guidelines were developed by ICAEA in 2019, to assist Civil Aviation Authorities and Test Developers understand key issues related to the validity, effectiveness and fairness of test instrument design, and, the effects they have on test takers and aviation safety.

To introduce and demonstrate the use of the the Guidelines to Regulators and other stakeholders, ICAEA provided a series of regional workshops in late 2019. Each workshop featured a hands-on programme especially designed for personnel involved in LPR test approval, auditing and development.

ICAO Circular 323: Guidelines for Aviation English Training Programmes

This document was co-written by ICAEA and ICAO to provide guidance on best practices in aviation English language training. It covers topics such as:

  • training approaches, models & materials,
  • curriculum design,
  • needs analysis & progress monitoring,
  • trainer profiles, qualifications and teacher training,
  • measures to help ensure training efficiency and cost-effectiveness,
  • Checklists to assist the aviation community select training providers.

ICAO Rated Speech Samples Training Aid (RSSTA)

This free resource of graded audio samples was developed by ICAEA for ICAO. It is designed for pilots, ATCOs, and testing & training service personnel, to help promote:

  • understanding of ICAO LPR Levels 1 to 6,
  • inter- and intra-rater standardisation,
  • harmonisation of rating standards between test service providers.

ICAEA Member Activities

ICAEA Members around the world are working on national and regional projects to further aviation safety through enhanced proficiency in English. Members are working with airlines, ANSPs, FTOs, aviation universities, colleges, national regulatory authorities and international bodies to implement ICAO’s Language Proficiency Requirements (LPRs) and associated best practices in:

  • specialist language training,
  • testing for personnel licencing and selection purposes,
  • teacher professional development,
  • Interlocutor and Rater training and standardisation.

Members are developing and delivering specialist training programmes and materials for a wide range of aviation professionals including:

  • pilots,
  • ATCOs,
  • cabin crew,
  • maintenance personnel,
  • AIS personnel,
  • ground handling personnel,
  • trainees preparing to enter the above professions.
