ICAO LPR TEST DESIGN GUIDELINES

ICAEA’s ICAO LPR Test Design Guidelines have been developed to improve ICAO LPR testing outcomes. They aim to help licensing authorities and test developers recognise features of good test design in support of better local and regional testing standards. Phase 1 of the implementation and global acceptance of the ICAO LPRs almost complete. With this milestone achieved, it is time to prepare for Phase 2: improving test quality to foster confidence in testing equivalence through the harmonisation of standards internationally.

The Test Design Guidelines will enable authorities and test providers to apply a common set of guiding principles to the selection and design of ICAO LPR tests, and therefore provide a foundation for greater inter-test and international harmonisation of testing standards.

The Test Design Guidelines contain a set of eight key criteria identified as critical to the design of ICAO LPR tests, such as test structure, content, delivery, task types, and how these interact to influence the effectiveness of the testing system. The Guidelines will examine each issue in turn, providing justification for recommendations made, enabling test evaluators and developers to review and revise tests more effectively, while upholding best practices in language testing.

The Test Design Guidelines will be available in early 2019.

ICAEA WORKSHOPS:  ‘USING THE TEST DESIGN GUIDELINES’

ICAEA is scheduling workshops for those involved in the development, selection and approval of ICAO LPR tests, to provide hands-on, practical help in applying the Guidelines and recognising how test design influences all aspects of the assessment process. The workshops will also provide opportunities for key personnel to share experiences and build confidence in ICAO LPR test development, selection and ongoing evaluation processes.

Each 2.5-day workshop will feature the same programme, providing opportunities for personnel involved in LPR testing from licensing authorities, and test developers:

  • to examine the Guidelines in detail,
  • to look at hypothetical case studies of how the design of test instrument tasks influences assessment outcomes, as reflected by each of the criteria,
  • to share experiences and reflect on achievements and challenges, with a view to fostering cooperation and sharing between States.

Three 2.5-day Workshops will be delivered in Europe, Asia, and the Americas.
