The third TDG Workshop will be held in Bangkok in October 2019, generously hosted by Aeronautical Radio of Thailand Ltd.

This practical event will introduce and demonstrate the use of the ICAO LPR Test Design Guidelines, exploring how test design influences all aspects of the assessment process.

The Workshop is specifically designed for:

CAA LPR Focal Points – responsible for ICAO LPR testing and licensing issues including test approval and auditing,

Other personnel that may be interested in the Workshops include:

Airline/ANSP Licensing & Training Managers – responsible for test selection and implementation,

Test Developers & Service Providers – involved in test design, development and maintenance.

The 2.5-day programme will provide opportunities to:

  • examine the ICAO LPR Test Design Guidelines in detail,
  • look at hypothetical test tasks and how the design of test instruments influences assessment outcomes, as reflected by each of the TDG criteria,
  • share experiences and reflect on achievements and challenges, with a view to fostering cooperation and sharing between States.

The workshop also demonstrates how to use the TDG Checklist tool, that assists when applying the Guidelines during test selection and ongoing monitoring and evaluation processes.

  • Test Developers & Service Providers – involved in test design, development and maintenance.

The ICAO LPR Test Design Guidelines and Workshops have been developed by members of the ICAEA Board, supported by the ICAEA Research Group, who together have many years of practical and academic experience in ICAO LPR language testing and best practice in mainstream language proficiency assessment.

ICAEA has been involved with the ICAO LPRs since their introduction. Since 2005, ICAEA’s efforts have focused on providing guidance to the industry, and more recently, improving LPR testing quality. ICAEA is a non-profit association committed to upholding the aims of the ICAO LPRs and best practice in language testing.

ICAO LPR TEST DESIGN GUIDELINES

ICAEA’s ICAO LPR Test Design Guidelines have been developed to improve testing outcomes. They aim to help licensing authorities and test developers recognise features of good test design in support of better local and regional testing standards.

Phase 1 of the implementation and global acceptance of the ICAO LPRs is complete. With this milestone achieved, it is time to prepare for Phase 2: improving test quality to foster confidence in testing equivalence through the harmonisation of standards internationally.

The Test Design Guidelines will enable authorities and test providers to apply a common set of guiding principles to the selection and design of ICAO LPR tests, and therefore provide a foundation for greater confidence in the equivalence of testing standards.

The Test Design Guidelines contain a set of key criteria identified as critical to the design of ICAO LPR tests, such as test structure, content, delivery, task types, and how these interact to influence the overall effectiveness of the testing system. The Guidelines examine each issue in turn, providing justifications for all recommendations made, enabling test evaluators and developers to review and revise tests more effectively, while upholding best practices in language testing.

The Test Design Guidelines will be published on the ICAEA website in 2019.
